When all the goals of a user story are achieved, we say, “DoD” is met. That means whatever was defined in the acceptance criteria has been full-filled along with any other default requirement like meeting performance threshold etc.
DoD also means that all the work done in that user story is now ready to be shipped to the customer, or ready for release.
Organizations may come up with their definitions of DoD, but in a nutshell, it means whatever was committed in the user story has been accomplished.
